“Seems like making laws against dumping in the ocean might be also a smart idea. Another might be totally phasing out no recyclable plastics including imports and mandatory recycling. In Japan almost everything is recycled since they don't have room for dump/landfills compared to the US. I can see having landfills for organic materials though with multiple purposes as methane collection and composting for producing high quality top soil. There would be time like when building are demolished, computers, and most car where it's tough to separate economically the material for recycling but with laws with incentives for creating recyclable products and fees at sale for nonrecyclable product which would give the recyclables an advantage at the point of sale.These are just a few ideas that could make nasty smelling landfills a thing of the past.
